This work presents an overview on Non-Observed Economy (NOE). It follows the approach of the OECD (2002) Handbook. Focusing the Italian scenario, ISTAT and various Research Institutes’ methods have been presented. In a second step, the authors propose the Latent Variable Method to estimate NOE figures. They analyze the following time series: 1993- 2007 (Italy) and 1996-2007 (15 Countries of the Euro Area). In Italy, the results have compared with official data. In all 15 EU Countries, the model try to estimate NOE figures using different data sources .
