This paper analyzes the main changes that will be made to the CAP by the reform for the period 2023-2027. They entail a profound transformation of European agricultural policies aimed at responding effectively to the pressing environmental, economic and social challenges of the 21st century. The new CAP is based on the new paradigm of enhanced cross-compliance, i.e., a new approach that implies that direct subsidies are closely linked to compliance with strict environmental and climate criteria, with the dual aim, on the one hand, of ensuring that public support actively contributes to the fight against climate change and the protection of biodiversity and, on the other hand, of pushing the agricultural sector toward more sustainable and natural resource-friendly practices. Enhanced cross-compliance is thus the backbone of the reformed Common Agricultural Policy, where farmers, in order to benefit from European structural funds for agriculture, are required to comply with a number of obligations not only in terms of how they grow crops and raise livestock, but also in terms of the environmental management of their land.
