The main aim of this work is to analyze the importance of Wetphalia peace, it means the importance of the two different treaties (Münster and Osnabrück) of 1648. For the first time in European history the international role of the states ( in particular in central Europe) is recognized. The peace of Westphalia shows the decline of the Empire as a real ruling european power and the rise of a system of "national" states, organized following the rules of political balance of powers. To keep the peace in Europe, also an international arbitration is hypothesized in the treaties. The peace of Westphalia is a first attempt to give Europe a sort of political "Constitution".
In questo contributo ci si sofferma sulla centralita´ della pace di Westphalia, dei trattati di Muenster e di Osnabrueck come primo grande momento costitutivo di uno spazio europeo nel quale si avanza il riconoscimento della superiorità degli Stati sovrani. Dopo la guerra dei Trent'anni si verifica infatti un declino della potenza imperiale e lo scenario internazionale diviene il campo di applicazione del principio dell'equilibrio.
