The fear of war at Europe’s doorstep has had a disruptive effect on the political and legal consciousness of EU Member States. Leading to the intensification of the existing instruments based on solidarity among Member States even though, it has once again highlighted the shortcomings of European cooperation. The European Union’s action appears to be closely linked to the military and strategic contingencies of the Ukraine case, without resulting into a process of structural innovation of proper cooperation yet. Nevertheless, there are elements that suggest how these acts stand at the basis of a profound renewal of the Union. Such is the case with the Strategic Compass, which, if fully implemented, could enable a sensational development of the Union’s defense potential.
