The 'water service divide' consists in the difficulty of accessing high quality water services in a significant part of the south of the country and the islands. The article aims to highlight how the rules drawn up by the Italian Government for the use of funds from the National Recovery and Resilience Plan end up making it difficult to access European funds in those regions that would need them most. The research analyzes in particular the case of Campania, a region in which the failure to entrust the integrated water service by the Campania Water Authority ends up preventing the use of European funds and penalizing public forms of water management.
Gli investimenti previsti dal Piano Nazionale di Ripresa e Resilienza sono anche a correggere il ‘water service divide’ tra il Nord e il Sud dell’Italia. Il ‘water service divide’ consiste nella difficoltà di accedere a servizi idrici di qualità elevata in una parte rilevante del Paese. L’articolo vuole porre in evidenza come le regole elaborate dal Governo per l’utilizzo dei fondi del Piano Nazionale di Ripresa e Resilienza finiscano per rendere difficile l’accesso ai fondi europei proprio in quelle regioni che ne avrebbero maggiormente bisogno. L’articolo analizza in particolare il caso della Campania, regione in cui il mancato affidamento del servizio idrico integrato da parte dell’Ente Idrico Campano finisce per impedire l’uso dei fondi europei e penalizzare le forme pubbliche di gestione dell’acqua.
