Il ritorno dell’intervento dello Stato nell’economia: quali strumenti per quali obiettivi

The various and profound crises that have characterized recent years have led to a return to the demand for public policies capable of guaranteeing economic development but also of thinking about the well-being of citizens and of creating forms of social justice that had been forgotten during the period of unchallenged dominance of the so-called neoliberalism. Thus, the reflection on the State still considered as the most suitable institution for making collective decisions and implementing public policies that can deal with emergencies and respond to the needs of citizens and businesses returns to the center of attention. The return of the state must come to terms with an economic theory in which the idea is still dominant that the promotion and protection of competition is indispensable for economic growth and equity. The thesis of the article is that only by overcoming this obsolete market mentality will it be possible to effectively deal with the emergencies we face that transcend the economy.

Le diverse e profonde crisi degli ultimi anni hanno determinato un ritorno della richiesta di politiche pubbliche in grado di garantire lo sviluppo economico ma anche di pensare al benessere dei cittadini e di realizzare forme di giustizia sociale che erano state dimenticate durante il periodo di dominio incontrastato del cosiddetto neoliberalismo. Ritorna così al centro dell’attenzione la riflessione sullo Stato considerato ancora come l’istituzione più adatta a prendere decisioni collettive e a realizzare politiche pubbliche che possano affrontare le emergenze e rispondere alle esigenze dei cittadini e delle imprese. Il ritorno dello Stato deve fare i conti con una teoria economica in cui è ancora dominante l’idea che per la crescita economica e l’equità sia indispensabile la promozione e la tutela della concorrenza. La tesi dell’articolo è che soltanto superando questa obsoleta mentalità di mercato si potranno efficacemente affrontare le emergenze che abbiamo di fronte che trascendono l’economia.
