The paper examines the “Caivano model” as an exceptional mechanism of territorial governance, introduced by Decree Law 123/2023 and made replicable by Decree Law 208/2024, with the aim of critically investigating the rationale and implications of its implementation in marginalised areas. Drawing on a case study and a combined empirical and documentary approach, the contribution reflects on the critical issues related to its transferability and the ensuing socio-institutional reconfiguration. The first section reconstructs the model’s normative origin and its connection with the notion of participatory security; the second and third analyse the urban and social context of Caivano, exploring the relationship between security, decorum, and participation within the commissarial system. The concluding section discusses the model’s potential transfer, highlighting its institutional and social costs.
