This article investigates the implementation process of Community Health Centres (Case della Comunità) and Community Care Hospitals (Ospedali di Comunità), with a particular focus on Southern Italy and the city of Naples. The analysis follows the deployment of actions linked to the application of a multi-level governance framework. Data were collected through focus groups with professionals and volunteers engaged in the transformation of a former hospital facility. The study specifically aims to examine the initial organizational outcomes of a health strategy known as “patient access”. Starting from a description of the financial mechanisms triggered by Italy’s National Recovery and Resilience Plan (PNRR), the article outlines the organizational changes underway and assesses the extent to which these reforms are fostering effective access to local healthcare services.
