Commissions in Caivano and the Reconfiguration of Community Life This article examines the “Caivano case,” a municipality north of Naples that was placed under dual state commissionership for a two-year period. It analyses the socio-political and communicative dynamics through which Caivano was constructed as both a site of crisis and a model of governance. Focusing on community reconfigurations and civil society engagement, the article questions the legitimacy of the Commissioners’ moral and social “restyling pact” and highlights the tensions it generated between institutional authority, grassroots actors, and widespread feelings of exclusion or betrayal. Finally, the findings point to a tension between the logics of extraordinary interventions and the principle of local community participation in the shaping of public policies.
